Interview with Ms. Narges Mansoor, DMFAS super user at the Central Bank of Yemen

Narges Mansoor, CBYThe Central Bank of Yemen is concluding a project with the DMFAS Programme that resulted in the implementation of DMFAS 6 and training of debt managers. Ms. Narges Mansoor, manager of the External Loans Department at the Central Bank of Yemen and DMFAS user, responded to some questions.

DMFAS. When did you start working in debt management? What is your background?
My name is Narges Mansoor, I am manager of the External Loans Department at the Central Bank of Yemen (CBY). I started working in debt management in 2017. I have a Master’s degree in Finance and Banking at Aden University.

DMFAS. What is your experience with DMFAS?
I discovered DMFAS in 2018 when I visited the Central Bank of Egypt with a delegation from CBY. The DMFAS team in Egypt showed us the importance of the system and how it worked. They also demonstrated the different types of reports that can be generated using DMFAS, such as the reports of the World Bank and the customized reports which are very important to us.

Central Bank of YemenIn 2021, the CBY contacted UNCTAD to acquire the system, with the support of the USAID Economic Recovery & Livelihoods Program (ERLP) project. In July 2022, the system was installed at the CBY. We started working with the system after being trained in its use. We created the database applying this knowledge. We also learned, during capacity-building activities, how to implement validation checks to ensure the quality of debt records. Today, I am responsible for registering public external loans of Yemen in the DMFAS database. 

Together with five other DMFAS users and four IT specialists from the CBY and the Ministry of Finance of Yemen, we recently attended a customized training in Cairo to address specific topics related to our database. We are very grateful to the Central Bank of Egypt and its Institute of Banking Studies for hosting this workshop and for sharing their wealth of experience with us. 

DMFAS. What is the professional achievement you are the proudest of so far?

The achievement I am proudest of is to have contributed to building up the external debt database from zero. Before DMFAS, debt data was recorded in Excel.

Once we have received all the requested information to complete the database, we’ll be able to report more efficiently to the IMF and World Bank and publish our debt statistics. 

Also, as a woman, I am very proud to supervise the work of a team. I have many responsibilities as such, and I love what I do!  I think women can work in any industry of their choice and succeed.

DMFAS. How do you see the future of public debt management in Yemen?

The DMFAS software offers many advantages, including its automatic calculations, the generation of reports and the data validation functionalities.

Hence, I expect that public debt management in Yemen will become much stronger. I am confident that, with the capacity building we received and with the DMFAS system, we will manage our debt more effectively and efficiently.
